欧洲业界要求取消对中国光伏产品的最低价格限制

据德国《商报》7月16日报道，2015年底，欧盟委员会将决定是否继续延长对中国产光伏产品限制措施5年，目前各成员国和业界正在进行探讨，德国联邦经济部尚未做出决定。

7月15日，德国机械设备联合会、BayWa公司、EnBW公司等30家企业和协会在柏林联名要求欧盟取消这一限制，理由是欧洲进口成本被人为提高了10%，阻碍了光伏市场发展。德国因此未能实现加大太阳能利用的目标。反对人士认为，光伏模块等中国产品在该行业的价值链中所占比重很小，原料、设备安装、运营和并网等环节占据行业总产值的75%。此外，德国广大用电企业近年来根据可再生能源法的要求投资巨大，以求实现光伏能源的低廉价格。但欧盟的限制措施使这些努力无法收获全部果实。在欧洲部分光伏企业的长期和强烈要求下，欧盟于2013年对中国光伏产品征收惩罚关税，后改为最低价格限制，否则将征收最高64.9%的反倾销税。
